Nine people were charged with handing out food in public places after they distributed food to homeless people at a park in El Cajon.
The charges stem from an emergency ordinance that was passed to try and prevent the spread of Hepatitis A in the area. It prohibits food sharing on any city-owned property. The authorities say it is a safety measure against hepatitis A, but many argue it unfairly penalises the city’s homeless. (source) 3:21 p.m. ET January 15, 2018
